農(nóng)機企業(yè)如何走好穩(wěn)增長的發(fā)展之路

【農(nóng)機網(wǎng) 編輯視角】 2022年我國經(jīng)濟社會發(fā)展總體要求和政策取向的一個鮮明特點,就是在“著力穩(wěn)定經(jīng)濟大盤,保持經(jīng)濟運行在合理區(qū)間,保持社會大局穩(wěn)定”中爬坡過坎、行穩(wěn)致遠,實現(xiàn)在高基數(shù)上的中高速增長。一個“穩(wěn)”字,給各行各業(yè)傳遞出明確的發(fā)展信號——要把穩(wěn)增長放在更加突出的位置,作為今年發(fā)展任務(wù)的目標(biāo)基調(diào)。作為機械制造產(chǎn)業(yè)的農(nóng)機企業(yè),如何在復(fù)雜多變的內(nèi)外部環(huán)境中、激烈的市場競爭中聚焦“穩(wěn)”的發(fā)展速度、實現(xiàn)“增”的發(fā)展質(zhì)量,顯得尤為重要和關(guān)鍵。
把準(zhǔn)穩(wěn)的態(tài)勢,堅定增的信心。據(jù)農(nóng)村農(nóng)業(yè)部數(shù)據(jù),2020年,全國農(nóng)作物耕種收綜合機械化率達到71%。三大糧食作物中,小麥耕種收綜合機械化率穩(wěn)定在95%以上,水稻、玉米耕種收綜合機械化率分別超85%、90%,基本實現(xiàn)機械化。面對我國農(nóng)業(yè)生產(chǎn)已進入機械化為主導(dǎo)的新階段,農(nóng)機企業(yè)更應(yīng)站在我國發(fā)展進入新發(fā)展階段的歷史方位,從“開啟全面建設(shè)社會主義現(xiàn)代化國家、向第二個百年奮斗目標(biāo)進軍新征程”、“中國經(jīng)濟發(fā)展長期向好的基本面沒有變,經(jīng)濟韌性強、潛力足、回旋余地大的基本特征沒有變,經(jīng)濟持續(xù)增長的良好支撐基礎(chǔ)和條件沒有變,經(jīng)濟結(jié)構(gòu)調(diào)整優(yōu)化的前進態(tài)勢沒有變。”等一系列具有戰(zhàn)略性的發(fā)展判斷中,抓住我國經(jīng)濟穩(wěn)中求進、穩(wěn)中向前的戰(zhàn)略機遇和多種利好條件下農(nóng)機行業(yè)發(fā)展的希望,固本強基實現(xiàn)持續(xù)穩(wěn)定發(fā)展。更應(yīng)站在全局高度準(zhǔn)確把握構(gòu)建新發(fā)展格局,在《“十四五”全國農(nóng)業(yè)機械化發(fā)展規(guī)劃》明確提出“到2025年,全國農(nóng)作物耕種收綜合機械化率達到75%,糧棉油糖主產(chǎn)縣(市、區(qū))基本實現(xiàn)農(nóng)業(yè)機械化,丘陵山區(qū)縣(市、區(qū))農(nóng)作物耕種收綜合機械化率達到55%”、“展望2035年,主要農(nóng)作物生產(chǎn)實現(xiàn)全過程機械化,農(nóng)業(yè)生產(chǎn)基本實現(xiàn)機械化全覆蓋。”的目標(biāo)中,看到我國農(nóng)機行業(yè)未來的旺盛內(nèi)需潛力和廣闊市場空間,堅定發(fā)展信心,找準(zhǔn)實現(xiàn)自身銷量增長、收入增長、效益增長、貢獻增長的著力點,實現(xiàn)企業(yè)平穩(wěn)可持續(xù)發(fā)展。更應(yīng)完整、準(zhǔn)確、全面貫徹新發(fā)展理念,將“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”的發(fā)展理念融入到企業(yè)經(jīng)營管理的各發(fā)展環(huán)節(jié),以理念為先導(dǎo),深入開展管理創(chuàng)新、技術(shù)創(chuàng)新、產(chǎn)品創(chuàng)新、營銷創(chuàng)新、模式創(chuàng)新等創(chuàng)新活動,不斷提升企業(yè)核心競爭力,不斷增強企業(yè)發(fā)展的生存力、競爭力、持續(xù)力,自立自強的做好企業(yè)經(jīng)營發(fā)展各項基礎(chǔ)性、長遠性工作,在我國農(nóng)業(yè)機械化全程全面高質(zhì)高效轉(zhuǎn)型升級中優(yōu)化戰(zhàn)略路徑、贏得發(fā)展主動、實現(xiàn)增長式發(fā)展。
用好穩(wěn)的政策,激發(fā)增的動力。自2004年以來,連續(xù)19年關(guān)于“三農(nóng)”改革發(fā)展的中央一號文件,在不同時期、從不同層面、各有重點的對農(nóng)村改革、農(nóng)業(yè)發(fā)展、農(nóng)民增收提出指導(dǎo)意見、作出具體部署。在宏觀政策連續(xù)性、有效性的牽引下,國家有關(guān)部門和各地方圍繞加快農(nóng)機裝備產(chǎn)業(yè)和農(nóng)業(yè)機械化發(fā)展,在財政補貼、裝備創(chuàng)新、稅費減免、設(shè)施用地、信貸擔(dān)保、融資租賃、跨區(qū)作業(yè)、農(nóng)機保險、人才培養(yǎng)及新型農(nóng)業(yè)經(jīng)營主體發(fā)展等方面,推出了一系列具有針對性、穩(wěn)健性的微觀政策和支持舉措,推動我國農(nóng)業(yè)生產(chǎn)從主要依靠人力畜力轉(zhuǎn)向主要依靠機械動力新的階段,農(nóng)業(yè)機械化正成為實現(xiàn)農(nóng)業(yè)農(nóng)村現(xiàn)代化的關(guān)鍵抓手和基礎(chǔ)支撐。今年是推進和實現(xiàn)經(jīng)濟社會發(fā)展十四個五年規(guī)劃和目標(biāo)的重要一年,面對我國經(jīng)濟發(fā)展需求收縮、供給沖擊、預(yù)期轉(zhuǎn)弱三重壓力,各項確保穩(wěn)增長的政策將會在黨中央的堅強領(lǐng)導(dǎo)下相繼有效推出。正如今年政府工作報告強調(diào)“宏觀政策要穩(wěn)健有效,微觀政策要持續(xù)激發(fā)市場主體活力,結(jié)構(gòu)政策要著力暢通國民經(jīng)濟循環(huán),科技政策要扎實落地,改革開放政策要激活發(fā)展動力,區(qū)域政策要增強發(fā)展的平衡性協(xié)調(diào)性,社會政策要兜住兜牢民生底線。”這些重大政策和要求,都將會形成推動我國經(jīng)濟穩(wěn)增長的發(fā)展合力。對于農(nóng)機企業(yè)來說,實現(xiàn)企業(yè)發(fā)展的量與質(zhì)的突破,必須在頂層設(shè)計和戰(zhàn)略部署上加強國內(nèi)農(nóng)機行業(yè)相關(guān)利好政策的研究,結(jié)合自身戰(zhàn)略目標(biāo)、發(fā)展實力、資源稟賦和競爭能力,充分把握好利用好一系列政策所釋放出的發(fā)展紅利和市場機遇,主動將企業(yè)經(jīng)營管理的比較優(yōu)勢與國家行業(yè)各項政策對接,積極充分的讓政策紅利釋放到企業(yè)改革發(fā)展、轉(zhuǎn)型升級的各項目標(biāo)任務(wù)中,為企業(yè)實現(xiàn)穩(wěn)增長的發(fā)展目標(biāo)注入強大動力。
深耕穩(wěn)的市場,拓寬增的空間。農(nóng)業(yè)是我國立國之本,對我國經(jīng)濟社會發(fā)展起到“壓艙石”作用。農(nóng)業(yè)機械化作為現(xiàn)代農(nóng)業(yè)發(fā)展的重要物質(zhì)基礎(chǔ),是我國農(nóng)業(yè)現(xiàn)代化的重要標(biāo)志。近年來,在我國一系列強農(nóng)惠農(nóng)富農(nóng)政策的指引和推動下,尤其是在農(nóng)機購置補貼政策這一重要扶持措施強有力的拉動作用下,我國農(nóng)機行業(yè)總體呈現(xiàn)出市場規(guī)模平穩(wěn)發(fā)展、農(nóng)業(yè)機械化水平穩(wěn)定提升、農(nóng)業(yè)機械總動力持續(xù)增長、農(nóng)機保有量穩(wěn)定增長的良好發(fā)展趨勢,三大主糧基本實現(xiàn)機械化,農(nóng)業(yè)機械化正在從耕種收環(huán)節(jié)向植保、秸稈處理、烘干等全程延伸拓展,奠定出我國農(nóng)業(yè)機械市場穩(wěn)定發(fā)展、持續(xù)向好的堅實基礎(chǔ),提供了農(nóng)機行業(yè)由有到全、由好到強的良好發(fā)展條件,創(chuàng)造出農(nóng)機企業(yè)競相競爭、尋求突破的發(fā)展空間。同時我們也要清醒的看到,由于我國農(nóng)業(yè)區(qū)域性差異較大,不同區(qū)域不同農(nóng)作物不同的耕作制度和生產(chǎn)習(xí)慣,形成了“東耕西牧、南稻北麥”的鮮明種植特點,使得我國農(nóng)機行業(yè)的發(fā)展帶有明顯的周期性、區(qū)域性和季節(jié)性特征,導(dǎo)致農(nóng)機行業(yè)發(fā)展過程中依賴補貼、產(chǎn)能過剩、產(chǎn)品同質(zhì)化、結(jié)構(gòu)不均衡、區(qū)域發(fā)展水平差異大等問題日益顯現(xiàn)。如主要糧食作物機械化程度較高,經(jīng)濟作物機械化程度較低;以
拖拉機為代表的動力機械較多,與農(nóng)藝相適應(yīng)的配套作業(yè)機具則相對較少;中小馬力的農(nóng)業(yè)機械較多,大型復(fù)合型機械較少;再比如以小麥為主要農(nóng)作物的華北平原、東北平原地區(qū)的農(nóng)機化程度要高于西南、西北地區(qū),以玉米為主要農(nóng)作物的黃淮平原、華北平原、東北平原的農(nóng)機化程度要高于青藏高原、云貴高原等西南地區(qū);等等這些區(qū)域性的差異、農(nóng)業(yè)機械化發(fā)展的不均衡,恰恰是農(nóng)機企業(yè)“調(diào)結(jié)構(gòu)、轉(zhuǎn)方式、拓市場、練能力、保增長”的發(fā)展新機遇、開拓市場的新空間。農(nóng)機企業(yè)要轉(zhuǎn)變單純依靠農(nóng)機購置補貼政策尋求持續(xù)發(fā)展的路徑依賴,突破固有發(fā)展思維、經(jīng)營模式、管理方式和市場營銷手段,在產(chǎn)品技術(shù)、質(zhì)量性能、農(nóng)機農(nóng)藝、關(guān)鍵零部件、智能農(nóng)機等方面下足功夫、集合力量,做精做強優(yōu)勢市場,補弱增強劣勢市場,突破發(fā)展空白市場,在市場的競爭和淬煉中,創(chuàng)新創(chuàng)造出支撐和保證企業(yè)可持續(xù)發(fā)展的市場空間。
統(tǒng)籌穩(wěn)的要素,練就增的能力。當(dāng)前,在惠農(nóng)政策拉動、用戶需求帶動、技術(shù)創(chuàng)新推動、市場競爭驅(qū)動及企業(yè)內(nèi)生發(fā)展動力等多種力量作用下,我國農(nóng)業(yè)生產(chǎn)各領(lǐng)域?qū)r(nóng)業(yè)機械化的需求結(jié)構(gòu)發(fā)生著深刻變化,廣大農(nóng)民群眾和各類農(nóng)業(yè)生產(chǎn)經(jīng)營服務(wù)組織對農(nóng)業(yè)機械產(chǎn)品的需求越來越廣泛且迫切,現(xiàn)有農(nóng)業(yè)機械在區(qū)域、產(chǎn)業(yè)、品種、功能等方面發(fā)展不平衡不充分的矛盾更為凸顯,除主要糧食作物生產(chǎn)機械化水平較高外,棉油糖果菜茶等經(jīng)濟作物生產(chǎn)關(guān)鍵環(huán)節(jié)以及畜牧業(yè)、漁業(yè)、
農(nóng)產(chǎn)品初加工、設(shè)施農(nóng)業(yè)等領(lǐng)域機械化水平較低,甚至部分領(lǐng)域或環(huán)節(jié)“無機可用”“無好機用”問題依然存在。農(nóng)機企業(yè)要想在國內(nèi)農(nóng)業(yè)機械領(lǐng)域始終保護穩(wěn)增長的發(fā)展目標(biāo),就需要統(tǒng)籌好企業(yè)基業(yè)長青的關(guān)鍵要素。要打好技術(shù)“先手牌”。要按照習(xí)近平總書記關(guān)于“在關(guān)鍵領(lǐng)域、卡脖子的地方下大功夫,集合精銳力量,作出戰(zhàn)略性安排,盡早取得突破”的重要講話精神要求,擺脫傳統(tǒng)“模仿、吸收、消化、再創(chuàng)新”的技術(shù)研發(fā)路徑,在產(chǎn)品技術(shù)創(chuàng)新、科技創(chuàng)新、原始創(chuàng)新方面下功夫,對于現(xiàn)有農(nóng)機產(chǎn)品要加強大功率、復(fù)合型、智能化優(yōu)化提升,對于新研發(fā)或新進入農(nóng)機市場的產(chǎn)品要創(chuàng)新技術(shù)路線和制造工藝,加快新技術(shù)平臺搭建、新產(chǎn)品研發(fā)、新工藝應(yīng)用、新材料使用,加大傳感導(dǎo)航、數(shù)字監(jiān)測、智能控制、遠程監(jiān)控、液電一體、無人駕駛等先進科學(xué)技術(shù)的集成應(yīng)用,以農(nóng)業(yè)機械裝備的數(shù)字化、信息化、自動化和智能化奠定企業(yè)保增長的發(fā)展基礎(chǔ)。要做好市場“大文章”。再好的產(chǎn)品,必須適銷對路、需求充分。當(dāng)前,我國正在積極構(gòu)建以國內(nèi)大循環(huán)為主體的新發(fā)展格局,其目的就是充分發(fā)揮國內(nèi)超大規(guī)模市場優(yōu)勢,通過繁榮國內(nèi)經(jīng)濟、暢通國內(nèi)大循環(huán),為我國經(jīng)濟發(fā)展增添動力。對于國內(nèi)農(nóng)機企業(yè)來說,面對新發(fā)展階段國內(nèi)市場潛在的巨大需求機遇,要加大國內(nèi)農(nóng)機市場調(diào)研力度,精準(zhǔn)定位產(chǎn)品功能價值,差異化布局目標(biāo)市場,創(chuàng)新營銷商務(wù)政策,鞏固提升原有產(chǎn)品市場銷量和市場占有率,積極推出新產(chǎn)品、開拓新市場、布局新業(yè)務(wù)、提供新服務(wù)、創(chuàng)造新業(yè)態(tài),、新業(yè)態(tài)布局、新模式構(gòu)建,為滿足潛在或空白市場需求創(chuàng)造良好條件,為企業(yè)做大做強農(nóng)機裝備產(chǎn)業(yè)提供強有力的市場支撐。要積極服務(wù)“大客戶”。如果說市場是鏈接企業(yè)和用戶的橋梁和紐帶,那么用戶則是讓這一橋梁和紐帶鞏固有效的關(guān)鍵。今年的中央一號文件明確提出“支持家庭農(nóng)場、農(nóng)民合作社、農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)多種糧、種好糧。” 、“加快發(fā)展農(nóng)業(yè)社會化服務(wù),支持農(nóng)業(yè)服務(wù)公司、農(nóng)民合作社、農(nóng)村集體經(jīng)濟組織、基層供銷合作社等各類主體大力發(fā)展單環(huán)節(jié)、多環(huán)節(jié)、全程生產(chǎn)托管服務(wù)”,這些發(fā)展新要求將有利于促進土地流轉(zhuǎn)和規(guī)模經(jīng)營,推動農(nóng)業(yè)生產(chǎn)向著集約化和組織化發(fā)展,無形中會催生和培育出國內(nèi)新的購機需求群體和購機大戶。據(jù)不完全統(tǒng)計,“十三五”期間新增農(nóng)機合作社1.9萬個,農(nóng)機服務(wù)組織達到19.5萬個。在三農(nóng)工作進入全面推進鄉(xiāng)村振興、加快農(nóng)業(yè)農(nóng)村現(xiàn)代化的新階段,可以預(yù)期“十四五”及今后一個時期,新型農(nóng)業(yè)生產(chǎn)經(jīng)營主體、農(nóng)機合作社、社會化農(nóng)機服務(wù)主體等組織會得到進一步快速發(fā)展,成為拉動國內(nèi)農(nóng)機市場保持持續(xù)需求能力的突出亮點,成為農(nóng)機企業(yè)實現(xiàn)銷量增長的“大客戶”。
做實穩(wěn)的基礎(chǔ),提升增的質(zhì)量。我國宏觀經(jīng)濟大盤的穩(wěn)定,在于有習(xí)近平總書記作為黨中央的核心、全黨的核心掌舵領(lǐng)航,在于有習(xí)近平新時代中國特色社會主義思想指引,在于我們始終保持著平穩(wěn)健康的經(jīng)濟環(huán)境、國泰民安的社會環(huán)境、風(fēng)清氣正的政治環(huán)境。身處這樣來之不易的良好發(fā)展環(huán)境,面對企業(yè)發(fā)展目標(biāo)任務(wù),農(nóng)機企業(yè)既要在確保實現(xiàn)年度發(fā)展目標(biāo)上下功夫,也要在企業(yè)保持一定增長水平的發(fā)展質(zhì)量和效益上謀長遠,做實“穩(wěn)中求進”的基礎(chǔ),做好“進中固穩(wěn)”的質(zhì)量,推動企業(yè)高質(zhì)量發(fā)展。在企業(yè)發(fā)展改革上,要把實現(xiàn)高質(zhì)量發(fā)展作為企業(yè)當(dāng)前和今后一個時期確定發(fā)展思路、開展經(jīng)營管理、制定營銷政策、開發(fā)市場客戶、優(yōu)化產(chǎn)品結(jié)構(gòu)、調(diào)整業(yè)務(wù)布局的重要遵循和指導(dǎo)思想,圍繞組織架構(gòu)、戰(zhàn)略愿景、技術(shù)路徑、營銷模式、管理制度及資源要素等方面設(shè)定更高標(biāo)準(zhǔn)、明確更高要求,形成企業(yè)高質(zhì)量發(fā)展的戰(zhàn)略目標(biāo)、重點任務(wù)、工作方案和具體舉措,推動企業(yè)在發(fā)展質(zhì)量、發(fā)展效率、發(fā)展動力上不斷變革、突破。在經(jīng)營管理上,要立足新時代中國經(jīng)濟發(fā)展新格局,把握新時代中國經(jīng)濟發(fā)展基本特征和經(jīng)濟發(fā)展規(guī)律,創(chuàng)新企業(yè)發(fā)展的思維方式和發(fā)展模式,強化企業(yè)管理流程再造、資源優(yōu)化配置、產(chǎn)品質(zhì)量提升、技術(shù)工藝路線調(diào)整、成本費用控制及人力資源優(yōu)化等措施,提高企業(yè)供給能力與市場、用戶需求的適應(yīng)性和靈活性,實現(xiàn)企業(yè)供給增量改革與存量調(diào)整盤活雙重作用下的高質(zhì)量發(fā)展。在產(chǎn)品供給上,要堅持以深化供給側(cè)結(jié)構(gòu)性改革為主線,正視國內(nèi)農(nóng)機市場存在的農(nóng)機農(nóng)藝融合不夠、農(nóng)機農(nóng)具配套不協(xié)調(diào)、農(nóng)業(yè)機械化產(chǎn)品結(jié)構(gòu)發(fā)展不平衡不充分、集成配套的機械化生產(chǎn)體系和系統(tǒng)解決方案還不夠多、農(nóng)機裝備產(chǎn)業(yè)存在的中低端產(chǎn)品過剩和高端產(chǎn)品供給不足的“供需錯位”等問題,深入市場調(diào)研、前瞻性行業(yè)預(yù)測、多角度用戶分析,對企業(yè)產(chǎn)品類別、產(chǎn)品功能、技術(shù)平臺、性能質(zhì)量及人機工程生產(chǎn)設(shè)計等方面進行全新升級改造,梳理優(yōu)化原有產(chǎn)品,加快多元化、復(fù)合型產(chǎn)品布局,加大“機械化+”信息化、智能化的全面應(yīng)用,不斷調(diào)整企業(yè)產(chǎn)品供給結(jié)構(gòu),提升企業(yè)供給能力,最大限度滿足內(nèi)需的同時走出企業(yè)實現(xiàn)高質(zhì)量發(fā)展的新路徑。
