  您提出的關(guān)于加快農(nóng)民專業(yè)合作社發(fā)展的建議收悉。經(jīng)商教育部、財(cái)政部、金融監(jiān)管總局、國家知識產(chǎn)權(quán)局、供銷合作總社,現(xiàn)答復(fù)如下:
 
  一、關(guān)于健全人才引培工作機(jī)制,提高管理能力
 
  一是吸引優(yōu)秀人才到農(nóng)村創(chuàng)業(yè)就業(yè)。農(nóng)業(yè)農(nóng)村部通過加強(qiáng)政策宣傳、樹立創(chuàng)業(yè)典型、舉辦相關(guān)活動等方式吸引優(yōu)秀人才到農(nóng)村創(chuàng)業(yè)就業(yè),先后遴選推介779個(gè)全國農(nóng)村創(chuàng)業(yè)優(yōu)秀帶頭人典型案例,發(fā)揮榜樣引領(lǐng)作用;舉辦全國農(nóng)業(yè)農(nóng)村創(chuàng)業(yè)項(xiàng)目大賽、農(nóng)村創(chuàng)業(yè)帶頭人典型經(jīng)驗(yàn)推廣進(jìn)校園等活動,宣傳推介鄉(xiāng)村創(chuàng)業(yè)項(xiàng)目。二是健全農(nóng)業(yè)農(nóng)村人才政策體系。農(nóng)業(yè)農(nóng)村部加強(qiáng)農(nóng)業(yè)農(nóng)村人才工作制度設(shè)計(jì)和政策創(chuàng)設(shè),印發(fā)《“十四五”農(nóng)業(yè)農(nóng)村人才隊(duì)伍建設(shè)發(fā)展規(guī)劃》、《農(nóng)業(yè)農(nóng)村部關(guān)于加強(qiáng)新時(shí)代農(nóng)業(yè)農(nóng)村高技能人才工作更好支撐加快建設(shè)農(nóng)業(yè)強(qiáng)國的意見》等文件,為人才在鄉(xiāng)村振興中發(fā)揮作用提供政策制度保障。三是加強(qiáng)新型農(nóng)業(yè)經(jīng)營主體帶頭人培訓(xùn)。農(nóng)業(yè)農(nóng)村部2022年啟動實(shí)施鄉(xiāng)村產(chǎn)業(yè)振興帶頭人培育“頭雁”項(xiàng)目,重點(diǎn)面向農(nóng)民合作社理事長等帶頭人,力爭用5年時(shí)間培育一支10萬人規(guī)模的鄉(xiāng)村產(chǎn)業(yè)振興帶頭人“頭雁”隊(duì)伍,2022—2023年共培育3.58萬人。依托“耕耘者振興計(jì)劃”等項(xiàng)目,開展新型農(nóng)業(yè)經(jīng)營主體帶頭人培訓(xùn),圍繞能力提升、規(guī)范運(yùn)營、產(chǎn)業(yè)融合發(fā)展等主題,2022年以來累計(jì)培育農(nóng)民合作社帶頭人等3.6萬人次。會同中央組織部聯(lián)合開展農(nóng)村實(shí)用人才帶頭人培訓(xùn),2023年舉辦培訓(xùn)班220期、培訓(xùn)2.2萬余人。
 
  下一步,農(nóng)業(yè)農(nóng)村部將多措并舉加大鄉(xiāng)村本土人才培養(yǎng),積極推動專業(yè)人才下鄉(xiāng)服務(wù),深入實(shí)施新型農(nóng)業(yè)經(jīng)營主體提升行動,指導(dǎo)各地分層分類開展新型農(nóng)業(yè)經(jīng)營主體帶頭人培訓(xùn),夯實(shí)推進(jìn)鄉(xiāng)村全面振興的人才基礎(chǔ)。
 
  二、關(guān)于強(qiáng)化資源要素扶持,改善發(fā)展環(huán)境
 
  一是構(gòu)建農(nóng)業(yè)信貸擔(dān)保體系。財(cái)政部建立健全“政銀擔(dān)保投”聯(lián)動支農(nóng)協(xié)同合作機(jī)制,通過農(nóng)業(yè)經(jīng)營主體能力提升資金支持全國農(nóng)擔(dān)系統(tǒng)發(fā)揮職能作用,加大對包括農(nóng)民合作社在內(nèi)的新型農(nóng)業(yè)經(jīng)營主體開展適度規(guī)模經(jīng)營的支持力度,突出做好糧食、大豆油料等重要農(nóng)產(chǎn)品生產(chǎn)的信貸擔(dān)保服務(wù)保障。二是加強(qiáng)信貸支持。金融監(jiān)管總局引導(dǎo)銀行保險(xiǎn)機(jī)構(gòu)支持農(nóng)民合作社發(fā)展,印發(fā)《國家金融監(jiān)督管理總局辦公廳關(guān)于做好2024年普惠信貸工作的通知》,要求銀行機(jī)構(gòu)加大新型農(nóng)業(yè)經(jīng)營主體和農(nóng)戶信用貸款發(fā)放力度。農(nóng)業(yè)農(nóng)村部通過農(nóng)業(yè)經(jīng)營主體信貸直通車引導(dǎo)金融機(jī)構(gòu)為農(nóng)民合作社等新型農(nóng)業(yè)經(jīng)營主體提供信貸支持,截至2024年3月,共為全國383.3萬個(gè)農(nóng)民合作社等經(jīng)營主體提供服務(wù),開展信息核驗(yàn)380萬次,完成授信173.8萬筆,授信金額4137.2億元。
 
  下一步,財(cái)政部將積極發(fā)揮財(cái)政職能作用,持續(xù)支持農(nóng)業(yè)信貸擔(dān)保體系相關(guān)工作;金融監(jiān)管總局將持續(xù)引導(dǎo)銀行機(jī)構(gòu)加大對農(nóng)民合作社的信貸支持;農(nóng)業(yè)農(nóng)村部將深入推進(jìn)金融支農(nóng)工作,進(jìn)一步加大對農(nóng)民合作社等新型農(nóng)業(yè)經(jīng)營主體的信貸支持力度。
 
  三、關(guān)于深挖本地特色,發(fā)揮品牌優(yōu)勢
 
  一是加強(qiáng)品牌建設(shè)指導(dǎo)服務(wù)。國家知識產(chǎn)權(quán)局不斷加強(qiáng)商標(biāo)注冊基礎(chǔ)知識宣傳,引導(dǎo)農(nóng)民合作社選擇適合自身的商標(biāo)類型,合理有序按需申請商標(biāo)注冊,切實(shí)維護(hù)農(nóng)民合作社的合法商標(biāo)權(quán)益;組織開展“千企百城”商標(biāo)品牌價(jià)值提升行動,支持十余個(gè)農(nóng)民合作社開展區(qū)域品牌培育、管理、運(yùn)用、保護(hù)、推廣等工作;在全國建設(shè)4600余家商標(biāo)品牌指導(dǎo)站,為包括農(nóng)民合作社在內(nèi)的廣大經(jīng)營主體提供便利化、公益性的商標(biāo)業(yè)務(wù)指導(dǎo)服務(wù),年均服務(wù)經(jīng)營主體超40萬次。農(nóng)業(yè)農(nóng)村部印發(fā)《關(guān)于加快推進(jìn)品牌強(qiáng)農(nóng)的意見》、《農(nóng)業(yè)生產(chǎn)“三品一標(biāo)”提升行動實(shí)施方案》、《關(guān)于實(shí)施農(nóng)產(chǎn)品“三品一標(biāo)”四大行動的通知》,會同國家發(fā)展改革委等7部門聯(lián)合印發(fā)《新時(shí)代推進(jìn)品牌建設(shè)的指導(dǎo)意見》,健全工作機(jī)制。二是推進(jìn)品牌培育和規(guī)劃管理。2019年,農(nóng)業(yè)農(nóng)村部指導(dǎo)發(fā)布《中國農(nóng)業(yè)品牌目錄》,帶動30個(gè)省份建立省級農(nóng)業(yè)品牌目錄,1100余個(gè)區(qū)域公用品牌納入省級目錄重點(diǎn)培育,144個(gè)區(qū)域公用品牌納入農(nóng)業(yè)品牌精品培育計(jì)劃;農(nóng)業(yè)農(nóng)村部印發(fā)《農(nóng)業(yè)品牌精品培育計(jì)劃(2022—2025年)》,根據(jù)產(chǎn)業(yè)規(guī)模、品牌基礎(chǔ)、市場消費(fèi)和國內(nèi)外影響力等要素,分品類分梯次分年度培育一批產(chǎn)業(yè)優(yōu)勢領(lǐng)先、市場空間潛力大、文化底蘊(yùn)深厚的農(nóng)業(yè)精品品牌;農(nóng)業(yè)農(nóng)村部印發(fā)《支持脫貧地區(qū)打造區(qū)域公用品牌實(shí)施方案(2023—2025年)》,支持脫貧地區(qū)塑強(qiáng)一批區(qū)域公用品牌、帶動培育企業(yè)品牌和特色優(yōu)質(zhì)農(nóng)產(chǎn)品品牌,增強(qiáng)品牌競爭力和影響力。三是開展品牌宣傳推廣。國家知識產(chǎn)權(quán)局組織遴選商標(biāo)品牌建設(shè)優(yōu)秀案例,總結(jié)推廣包括農(nóng)民合作社在內(nèi)的各類主體開展商標(biāo)品牌建設(shè)的有效做法和典型經(jīng)驗(yàn)。農(nóng)業(yè)農(nóng)村部利用中國國際農(nóng)產(chǎn)品交易會、中國農(nóng)民豐收節(jié)等展會節(jié)慶活動,加強(qiáng)農(nóng)業(yè)品牌營銷推廣;指導(dǎo)舉辦中國農(nóng)業(yè)品牌創(chuàng)新發(fā)展大會,推動政產(chǎn)學(xué)研等各界經(jīng)驗(yàn)交流,發(fā)布《中國農(nóng)業(yè)品牌政策研究報(bào)告(2023)》。
 
  下一步,國家知識產(chǎn)權(quán)局將持續(xù)支持農(nóng)民合作社加強(qiáng)商標(biāo)品牌建設(shè),發(fā)揮品牌優(yōu)勢,實(shí)現(xiàn)產(chǎn)品增值、產(chǎn)業(yè)增效;農(nóng)業(yè)農(nóng)村部將推動完善農(nóng)業(yè)品牌目錄體系,深入實(shí)施精品培育計(jì)劃,持續(xù)開展品牌幫扶,加強(qiáng)品牌營銷推廣。
